First, it is different for each state. Some states even have no attachment at all, others have high minimum of 25% of your check, other fixed amounts. See below for information even if things change so you should check your own state law if you want to verify this information.

New York: 10% of net income
Wisconsin: 20% of net income

Unfortunately not all states allow wages to be garnished for taxes, support for federal student loans child and spousal support. Worse yet there is no limit garnishment, if you owe money to the federal government.
An SBA loan can be considered as due to the federal government, depending on when in the process you are sued for garnishment. If by the bank, it is not against the federal government. If the bank is paid by the SBA and becomes a debt on your personal guarantee against the government of the United States, managed by the Department of Justice is a debt against the federal government and has no limits.
If you owe money to more than one creditor, there can be only one garnishment at a time. So whoever wins the first and obtains an order entry wins, the others must wait.
